Managed study of rail passenger service near Puebla, Mexico
For an international economic and infrastructure development firm, managed the technical railroad aspects of the study for implementation of passenger rail service in the Tlaxcala Industrial Corridor, including infrastructure, vehicles, station concepts, and operational requirements. The proposed service concept would involve frequent all-day service on a 45-kilometer branch line between Apizaco, Santa Ana/Chiautempan and Puebla, currently operated for freight service only by concessionaire Ferrosur. The line has been without passenger service since 1990 but is located in a densely populated corridor with vigorous economic growth, limited highway infrastructure and significant passenger potential.
Contributions to this feasibility study included:
- Site visits and evaluation of track and infrastructure, and recommendations for upgrading and capacity increases to support frequent all-day passenger service
- Preparation and evaluation of alternative service and rolling stock concepts, maintenance facility requirements and costs
- Recommendations for station locations, including evaluation of alternative station concepts for the city of Puebla
- Initial contacts with European sources for potential procurement of used rolling stock
- Development of signal system concepts and cost estimates
- Meetings with and presentations to officials of the State of Tlaxcala, study sponsor.and operations staff of Ferrosur, the freight railroad concessionaire
